The incarceration system faces a critical challenge: too many individuals return to prison, draining taxpayer dollars, and destabilizing families and communities. But there’s a better path forward.

When people returning home are equipped with the right tools, they can break free from the cycle of re-offense and build meaningful, productive lives.

Programs like TIPLR are leading this change: helping reduce recidivism, boost local economies, and foster stronger communities. This isn’t just reform—it’s the solution to reduce crime and create stability for families and build safer neighborhoods.

Trauma-Informed Peer-Led Reentry (TIPLR)

When returning citizens succeed, communities grow safer and stronger.

TIPLR empowers returning citizens by connecting them with certified mentors, who have not only reintegrated successfully, but have gone on to lead productive lives within their communities. Through TIPLR, we can ensure that the returning citizens are able to secure housing, employment, and social stability to effectively reduce crime and save Michigan millions in correctional costs.

Through the unique partnership between Nation Outside and Michigan Department of Corrections (MDOC), TIPLR has extended its reach to seven counties across Michigan and enhanced access to critical reentry services, breaking down barriers and contributing to safer, more supportive communities.

5,798 people were released post-conviction in 2023. The map shows their population in each county.

The TIPLR program has worked with people in seven counties – Wayne, Oakland, Genesee, Kalamazoo, Macomb, Ingham, Washtenaw.
